Opening Ceremony of the “Belt and Road” Science and Technology Park International Workshop

The “Belt and Road” Science and Technology Park International Workshop, hosted by Department of International Cooperation, Ministry of Science and Technology, and organised by Greatwall Enterprise Institute (GEI), held its online opening ceremony in the afternoon on April 9th, 2021. The ceremony had over 80 attendants from 22 “Belt and Road” countries and international organizations from Russia, Brazil, Pakistan, ASEAN Secretariat, Thailand, Indonesia, Poland, Hungary, Serbia, Saudi Arabia and Egypt. Chairman Delu Wang and Deputy General Manager Fenyu Wang attended the opening ceremony and delivered a speech. 

The online workshop is targeting professionals from science and technology parks, innovation centers and incubators of “Belt and Road”countries. With the principle of "practicality", the workshop shares development experience of China’s science and technology parks, promotes exchanges between Chinese and foreign science and technology parks, hoping to jointly improve the level of science and industrial technology. The workshop creates communication and cooperation opportunities for China's science parks and technology companies, while it also provides a bridge for China's science and technology innovation resources to go abroad and tap potential cooperation opportunities. It is an important embodiment of implementing the Action Plan of“Belt and Road” Science and Technology Innovation. 

At the opening ceremony, Fenyu Wang , Deputy General Manager of GEI, delivered a welcome speech. He said that GEI has accumulated abundant consulting and service experience in the development of science and technology parks, strategy and management of high growth enterprises, promotion of emerging industries, ecological construction of scientific and technological innovation, entrepreneurship education and other fields. It is hoped that through this workshop, there can be achievements including further communication  with science and technology parks, universities, science and technology innovation service institutions and science and technology enterprises of various countries and exploration of potential cooperation opportunities, making this workshop a starting point for GEI to carry out in-depth cooperation with the paticipating countries.

In the Director’s Speech session, Director Delu Wang delivered a speech on why and how high-tech zones are built in China, as well as the development situation of high-tech zones in China. He pointed out that the reason of China's construction of high-tech zones is because they are the highlands of national innovation and entrepreneurship. The core of the construction of high-tech zones is to create an innovation and entrepreneurship ecology. In this process, enterprises, entrepreneurs, investors and the government all play a role. Secondly, when talking about how to build high-tech zones, he believes that we should focus on five driving forces: the first is to encourage entrepreneurs to innovate and start businesses; the second is to attract foreign enterprises, especially new species and unicorn enterprises, to land in local high-tech zones; the third is to encourage universities and R & D institutions to participate in the construction of high-tech zones; the fourth is to pay attention to investment institutions, whose activity is the key to the fast growth of high-tech zones; The fifth is to cultivate more science and technology service institutions. Finally, he expressed the hope that the experience and reflection of Chinese enterprises and high-tech zones in this epidemic will be extended to the whole world, pushing the high-tech zones to become the highlands of scientific and technological innovation in various countries.

During the exchange session, Mr. Hamza Saeed Orakzai, Director of Planning and Strategic Communications Division of Pakistan Special Technology Zones Authority, asked GEI for strategic suggestions on the construction of science and Technology Parks at the national level. Director Delu Wang first pointed out that the government drive is very beneficial to the construction of science and Technology Parks in Pakistan. Then, he further suggested that Pakistan give full play to its national R & D strength and attract service institutions from abroad to the park. Finally, he expressed his wish to establish GEI's first international business center in Pakistan.

The “Belt and Road” Science and Technology Park International Workshop is the most important project in the technology workshop plan for developing countries of China's Ministry of Science and Technology. It has successfully held 6 sessions since 2013, accepted backbones of science and technology park construction and management as participants from 142 "Belt and Road" countries including Thailand, Malaysia, Indonesia, Vietnam, Kampuchea, Pakistan, Iran, Oman, Serbia, Georgia, Hungary, etc. The main contents of the workshop include the development planning and design of China's science and technology parks, the experience and case sharing of the construction of science and technology parks, incubators and mass maker spaces, the construction of China's science and technology innovation system, etc. At the same time, it also organizes the students to have a discussion with the front-line managers of China's well-known science and technology parks and incubation carriers, and to exchange with high-tech enterprises, etc., which had been widely praised by participants from all over the world .
