The "Belt and Road" Science and Technology Park International Workshop, hosted by Department of International Cooperation, Ministry of Science and Technology, and organized by Greatwall Enterprise Institute (GEI), held its first stage online theoretical teaching from 12 April 2021 to16 April 2021. The course covers China's high-tech zones, science and technology parks, technology incubation, technology market, policy evolution of high-tech enterprises and corresponding development suggestions for the belt and road initiative countries. Participants inquired about the similarities and differences between technology transfer center, high-tech zone, incubator and other institutions. Yang Yuecheng said that high-tech zones and incubators are platforms and carriers of industrial development, while technology transfer centers are service organizations, which mainly transfer scientific research achievements of universities and research institutes to industries and provide intellectual property rights, docking, consulting and legal services for enterprises and research institutions.

In the afternoon of April 16, the fifth lecture of the "Belt and Road" Science and Technology Park Construction Management International Training Course, Mingxi Zhang, researcher and director of Investment Institute of strategic Institute of the Ministry of science and technology, brought participants from all over the world "China Science and Technology Finance and Science and Technology Investment Practice ". It mainly introduces the analysis of China's investment and financing practices in the field of scientific and technological innovation, as well as the financial investment policies to promote scientific and technological innovation.

Participants asked questions about the Chinese government's risk sharing policy. Director Mingxi Zhang said that government measures are mainly reflected in two aspects: on the one hand, the establishment of state-owned equity investment institutions directly to establish investment guidance funds to guide corporate investment; on the other hand, in terms of debt, the government cooperates with third-party guarantee agencies or banks Cooperation. The "Belt and Road" Science Park Construction Management International Training Course is an important project in the technical training program for developing countries of the Ministry of Science and Technology of my country.
